The Role:
The Master has a full responsibility on the safety of the vessel, the crew, security team personnel, cargo, stores and the equipment onboard.
Responsibilities:
The Master’s authority and responsibility shall include but not limited to the following:
• The overall safety of the vessel, ship’s crew, cargo, stores and equipment.
• The safe navigation of the vessel.
• The welfare and management of the crew.
• Implementation of and adherence to the Safety Management System ad all laws, rules and regulations pertaining to their tasks.
• The ship’s overall emergency preparedness.
• Motivating and training the crew in matters connected with SMS.
• Maintaining adequate records.
• Reviewing the SMS on a regular basis and reporting any deficiencies to the DPA.
• Adherence to statutory requirements, International & National Laws, Rules and Regulations.
• The maintenance onboard of all forms, documents and publications related to the management of the ship’s including those referred to in Part 2 of the SMS.
• Maintain onboard copies of job descriptions of all officers.
• The execution of the assignment.
• Maintaining contact with home base.
• The safety and health onboard about the crew and executed activities.
• Supervising the observance of the laws, regulations, the Company’s Safety Management System and the quality manual.
• Ordering necessities for the crew and the ship’s.
• Informing and training new crew members onboard.
• Handling a deviant product onboard.
• The presence of a medicine chest and other essential parts onboard.
• The presence of PPE material & equipment against diseases and prevention.
• The maintenance onboard.
• The management of ship’s administration and SMS functions.
• Ensure charts and nautical publications are corrected and up to date.
• Ensure an efficient and effective ‘Watch’ system is always maintained.
• Provide standing orders and night orders for the guidance of Deck Officers.
• Representative of the company abord the vessel.
• Keep in contact with the DPA, Company Managers and Operations team.
• Ensure crew have all necessary certification to ensure the requirements of the Safe Manning Certificate are met.
• Ensure that the weekly HSE inspections are carried out and relevant forms (AMBREY-OSMS-FRM-01 HSE WEEKLY INSPECTION) are completed on time each week and scores are discussed at the Safety Committee. The completed form is saved to the Ship’s files and all copies for the month are included in the master’s monthly report.
• Carry out regular inspections of all interior and exterior spaces (Captains Rounds) so that all crew can speak to the Master. The Master can see and comment on the conditions of the vessel to the relevant department.
• Ensure safety onboard, including HSSE inductions are completed.
Qualifications and Skills:
• Minimum 5 year’s experience as an Operational Deck Officer, hold a valid Masters Certificate of Competence for vessels at least 3,000 GRT and any other certificates required according to STCW, Flag, Class and National or Local regulations at the time of recruitment.
• Medically fit and holds an appropriate Certificate of Medical Examination covering the entire period aboard the vessel.
• Fully conversant with the Safety Management System.
• Ability to lead the ship and its crew in a safe and efficient way respecting the environment and human rights.
• With good social skills in dealing a multi-cultural environment.
